Srinagar, May 31 (KNO): Doctors Association Kashmir (DAK) Friday said that non-implementation of transfer policy in Health department is proving detrimental for rural health care delivery system and has sabotaged its optimal functioning.
President DAK, Dr Suhail Naik as per a statement issued to KNO said that the transfer policy was framed for the smooth functioning of health institutions particularly located in far-flung and border areas. As per the transfer policy, every doctor has to necessarily serve for a minimum period of two years in category “A” (very difficult) and for five years in category “B/C” (difficult) health institutions in his/her first seven years of service.
But it is pathetic that large number of doctors who are posted to Tangdar, Uri, Noorabad, Pahalgam, Larnoo, Kapran, Kangan and other far flung areas, are serving these difficult areas for last two decades without a single transfer and many of them are suffering from neuropsychiatric disturbances, it added.
Dr Owais H Dar, General Secretary DAK said that the junior doctors who have been parachuted as health administrators have slowly degraded and dented this noble profession. Their inability to implement many centrally sponsored public friendly schemes on ground level has invariably increased the sufferings and miseries of common masses. Projecting massive work done of rural doctors and under carpeting their failures to get awards and promotions is travesty of justice, Dr Dar added.
Furthermore, these administrators have not been transferred from their place of postings for decades together and with the result they have developed a malafied nexuses with political workers and are misusing the hospital infrastructure and human resources for their vested political interests.
DAK demanded that it is high time for restoration of administrative seniority with appointment of Health administrators strictly as per recruitment rules. DAK urged Advisor to Governor of J&K, K Vijay Kumar and Principal/Financial Commissioner Health and Medical Education department, Atal Dullo to Kindly look into this issue so that justice is done with both the system and public at large.(KNO)
